Interesting piece here! This flashlight was produced by Artel Metal Products of Lviv, Ukraine. It was likely used by the military or railway service. From the information I was able to find online, these flashlights were produced in Ukraine during WWII and in the early post-war years. This one is in fair condition and shows honest age with no significant damage. Untested. 
 
It comes with a wooden pole, which is how it arrived to me. The pole appears to be used to carry the flashlight and/or mount it on another surface.
